(Reuters): Three U.S. soldiers killed four handcuffed and blindfolded Iraqi prisoners with pistol shots on the bank of a Baghdad canal last year, the New York Times reported on Wednesday.
Sergeant First Class Joseph P. Mayo, the platoon sergeant, and Sergeant Michael P. Leahy Jr., Company D's senior medic and an acting squad leader, made sworn statements in January to Army investigators in Schweinfurt, Germany probing the incident, the newspaper reported on its website.

(Sun Sentinel) - More than 1,000 people improperly strip-searched by the Broward Sheriff's Office are about to get paid, taxpayers and insurance companies will get off cheaper than expected and lawyers will hit the jackpot.
Broward Circuit Judge Jeffrey Streitfeld has approved a final settlement giving $1,000 to anyone strip-searched after arrests for minor crimes such as trespassing, public drunkenness and loitering between December 1998 and October 2007. Checks are scheduled to be mailed no later than Sept. 29.

(RussiaToday) - Russia’s military says it is bewildered by the build-up of NATO’s naval force in the Black Sea – and scoffed at claims the warships were delivering humanitarian aid. Deputy Chief of the Russian General Staff, Colonel General Anatoly Nogovitsyn, told a media briefing that there are currently ten NATO warships with cruise missiles in the area, and eight more are expected to arrive there shortly.
“These ships are very seriously armed,” Nogovitsyn said. “As far as cruise missiles are concerned, they are strategic arms and have a range of 2,500 km. The Black Sea is just a pool for them.”

It seems everybody has a camera recording just about everything that happens at protests during the Democratic National Convention.
Assisted by inexpensive technology, there are groups dedicated to watching the protesters and groups dedicated to keeping an eye on the police this week. Some are keeping an eye on both, including We Are Change.

(Miami Herald) - Last month, a 16-year-old Broward County girl was brought into Circuit Judge John A. Frusciante's courtroom for a hearing. She was handcuffed, her legs shackled with cloth restraints, with two armed deputies leading her by the arm.
Her offense? She's never been charged with one. A mentally ill foster child who was neglected by her mother and wound up in a psychiatric center, the teen was being restrained to keep her from running away, her attorney said.
