"We cannot continue to rely only on our military in order to achieve the national security objectives we set."

FACT: We (the people of the United States of America) have NEVER relied on our military for national security objectives on domestic soil (as per the Constitution of the united States of America) and what is this "We set" business about? Who set? The Bush Administration? FEMA? DHS? Operation Endgame?
